Rocío Villegas

Head of Group Capital Risk Regulatory Assurance, Grupo Santander

Rocío Villegas is currently Head of Group Capital Risk Regulatory Assurance at Grupo Santander, where she oversees the implementation of capital-related regulation.

Previously, she served as a Bank Inspector at the Banco de España for 12 years, monitoring financial institutions’ capital positions, interpreting Spanish and European prudential regulations, and conducting on-site inspections of banks. She also worked at the European Commission for two years, participating in the drafting and negotiation of European banking regulations.

In academia, she prepared candidates for Banco de España Banking Supervisor competitive exams for three years and taught banking regulation, supervision, and solvency at CEMFI’s Postgraduate Program. She also delivered in-house training at the Banco de España, the European Commission, and the ECB. Her academic experience covers capital and liquidity requirements, governance, authorizations, resolution, conduct, and AML.
